Established in 1980 by an agreement among Caribbean Community (CARICOM)
states, CARICAD provides technical assistance to support member governments in
their quest to improve efficiency through initiatives which seek to transform
and modernize the public sector.
CARICAD focuses through its various interventions on upgrading and
strengthening the managerial capability of the public sector for the more
effective implementation of public policy across the region.
CARICAD’s specific objectives are:
- to collaborate with governments in designing and implementing
programmes and processes for improved public management and networking
between governments and the social partners
- to serve as a catalyst for regional cooperation and coordination in
the area of public administration among national, regional and
international organizations for the purpose of promoting greater
efficiency and effectiveness in the public sector
- to conduct systematic operations research and policy review studies
to inform new approaches to human resource development and administrative
reform in the Caribbean
- to generate management development training programmes geared towards
priority management problems of member countries
- to enhance training capabilities of governments in the region
- to generate and disseminate relevant materials for policy formulation
and execution in areas of governance and human resource development
- to provide consultancy services to the public and private sectors
with particular reference to non-governmental organizations
- to convene meetings and provide opportunities for the professional
enhancement of public sector employees
CARICAD has a current membership of 14 countries and territories. They are:
Antigua and Barbuda, The Bahamas, Barbados, Belize, British Virgin Islands,
Dominica, Grenada, Guyana, Jamaica, Montserrat, St. Lucia, St. Kitts and Nevis,
St. Vincent and the Grenadines, Trinidad and Tobago
Anguilla and the Turks and Caicos Islands are associate members.
