Secretary General of the Caribbean Community, Dr. Edwin Carrington (left) is presented with the insignia for the Commander of Number of the Order of Civil Merit of Spain, by Spanish Secretary of State for Latin America and the Caribbean, His Excellency Juan Pablo de Laiglesia. Dr. Carrington received the honour, under authorisation of the King of Spain, in recognition of his years of distinguished service to the Region and the process of integration
